Promotion in TR&B dept

I joined as Asst Executive Engineer in 3.12.2008 in zone V. Appsc, later I got promoted ae Deputy Executive Engineet in 29.5.2019 in TS, but in dept integrated seniority list prepared batchwise with new presidential order 1.9.2018. but published 2020, but implemented from 1.9.2018, as DE post as State cadre, before Aee, De posts are zonal cadre only, due to which other zone 6,7 Aee, ae s promoted to de and posted in zone V. question is y implementing integrated seniority batchwise ,overuling presedential order 1975,elaborate clarity reqires

Presidential order (vide G.O.Ms. No: 124 G.A(SPF-MC) dept. dated:30-08-2018) Telangana Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2018. you mentioned gos for local cadre up to multizone only, for state cadre any specific plz

Sir as already explained, upto the cadre of Dy collector cadre comes under multi zone as per said GOs mentioned. Regarding in promotion for gazetted posts as per rule 4 (b) of state and sub ordinate service rules 33 1/3% are for DR and remaining for promotion in multi zone wise which consists one multi zone nearly 15 or 16 Dists. or 3 or 4 zones. So De post comes under multi zone since Dy collector post also included in multi zone not state cadre. Regarding availability of promotion posts, distribution between (2) multizone will be taken as per cadre strength ratio in each multi zone

Sir, but as per G.O.Ms.No.52, Irrigation and CAD Department dt.30.11.2019 was issued notifying the Deputy Executive Engineer as a State cadre post. In this regard I request you to refer Go ms No 31 dated: 25-4-2018 for engineering sub ordinate service rules-2018 and W.P.Nos.17720 & 25105 of 2022 for moe details.
